Alyaksandr Lukashenka, by his March 3 presidential edict, required telecommunication companies to provide the Committee for State Security (KGB) and the Presidential Administration's Operational and Analytical Center (OAC) with permanent access to their databases containing information about their customers.
In accordance with the edict, telecommunication companies are to have equipment for securing such access. They are required to bear the entire cost of buying, installing and maintaining such equipment. New telecommunication companies are required to notify the KGB and the OAC of their registration within a month's time and come up with a plan to introduce such equipment within three months after receiving an appropriate notice from the two agencies. // BelaPAN
